It is believed that Iran possesses about 440 kilograms of 60% enriched uranium. Although this is still short of the 90% enrichment required for weapons-grade material, raising the enrichment to 90% at this point would be much quicker. For years, Iran has claimed that its nuclear program is solely for civilian purposes, but Israel, the United States, and other Western countries accuse Iran of preparing to have the capability to manufacture nuclear weapons. They believe that the current level of 60% enriched uranium that Iran has achieved is far above the level required for a civilian nuclear energy program (between 3% and 5%). Naysan Rafati, a senior analyst on Iran at the International Crisis Group, stated that every time the U.S. and Iran come close to reaching an agreement, "there is always progress on some issues while getting stuck on others. Simply 'coming close to an agreement' is not enough— even if 95% consensus is reached, the remaining 5% is often the hardest to resolve." Rafati noted that there are differences between the two sides regarding the substantive content and order of the agreement on the issue of Iran's nuclear program. He pointed out, "Iran wants to leave the details for subsequent talks, while Washington wants to be clearer from the outset. Therefore, the negotiation content includes both familiar topics— Iran's enriched uranium stockpile and the future direction of its nuclear activities— as well as some newer topics."
